Under Nigerian law, knowingly holding, using, or withholding another person's health identity card without their explicit written permission is a criminal offence. You may be liable to prosecution, civil suit, and damages.
The only lawful exception is if the card owner has granted you explicit authorisation — for example, a designated next-of-kin, caregiver, or healthcare practitioner acting under a valid referral.
